I love the Fraxel Dual Laser for this treatment.  This laser is very safe and effective for these fine wrinkles and does a beautiful job on the rest of the face, neck and chest as well.

A great procedure to do for skin tightening of the lower and upper eyelids is Thermage. Thermage uses bulk heating to stimulate the production of new collagen in the skin, which will result in tighter, firmer skin. I think this would be a great option for you to look into. In regards to the Retin A, Retin A can be great for fine lines and wrinkles on the skin. It can cause irritation, so it needs to be use appropriately. A retinol based eye cream, which most Skin Medica eye creams have would be a good option to use in place of Retin A to reduce the likelihood of irritation that you may be getting from Retin A. I would advise you to set up a consult with a dermatologist who does cosmetic procedure, including Thermage to go over your options. Also to assess your skin to direct you in regards to which cream would be best for you. 

Retin a can improve the texture of your skin, I'm unaware of any problems resulting from using it appropriately. Look into Thermage for eyes, results have been impressive in many cases. Also research Picosure focus as a laser alternative. CO2 laser is the gold standard in laser resurfacing but I wouldn't recommend it in your case as it is pretty aggressive and you run the risk of pigmentation alteration.
