Am I a candidate for ptosis surgery?

Assuming the photos are not flipped (mirror image), you appear to be raising your left brow, which could mean that you also have left upper eyelid ptosis but are compensating for it by raising the brow.

Also, your right lower eyelid sits lower than your left, and the right eye appears possibly more protruded than the left.

Patients sometimes think they have ptosis on one side but their exam reveals the ptosis on the other side as well, or something entirely different.

A proper exam by an experienced Oculoplastic surgeon is important.

The right upper eyelid ptosis is stronger and you have frank lash ptosis on the right side. On the left however, you have a compensatory eyebrow elevation, a very reliable sign of upper eyelid ptosis. Who ever advised you against a Meullerectomy is absolutely correct. If only the right side is repaired, after surgery the left upper eyelid would drop like a stone (Called Herring's law ptosis). What you need is aesthetic ptosis surgery. Your surgery has to be accurate within about a quarter millimeter. Most ptosis surgeons you will meet are not aesthetic surgeons. They are reconstructive surgeons. They will quote you an accuracy of plus or minus 1 mm (that is two millimeters on each side). That is not nearly accurate enough. Also you need a crease reconstruction to support the eyelid platform and eyelashes. Your eyes can be your best feature.
