My lower teeth droops down towards the right, i used to sleep a LOT on my right side of the face, and i’m pretty sure that might have permanently griefed my face. Would braces help? Maybe jaw surgery? If I would end up getting something to fix my jaw, will that help with eye symmetry as well?

Picture is inadequate but it appears you have a very narrow maxilla which is an orthopedic problem. I would suggest looking into Epigenetic Orthopedics to three dimensionally expand your maxilla to allow room for a full wide smile.
Avoid amputating healthy teeth for crowding. The issue is an underdeveloped maxilla, not too many teeth.
