I had CoolSculpting done on my chin. How can I help fade my post inflammatory hyper pigmentation? (photo)

I had cool sculpting (freezing of the fat cells) done back in May 2016. it's been 11 months and still hasn't faded. I was provided with a skin bleaching treatment which somewhat helped but still not fully gone. It's still very noticeable and can even see the mark/shape of the suction. Anybody know of a safe treatment/remedy? How much longer will this stick around? Help!
