I had two brow lifts that didn't work. Was something done wrong? Or does this happen?

I had a brow lift done last year where thread was placed under the skin to hold them up. It didn't work, there was no change. The same Doctor offered to do the procedure again, but cut out about an inch of skin from my scalp, separate the skin from the muscle and pull it up. It still didn't work!! I'm very frustrated since I paid alot. Truly nothing happened. I trust my doctor but I don't understand how it could not lift after removing an inch of skin.?? Does this sort of thing happen sometimes?
