The distance from my nose to top lip is perfectly fine, it looks proportionate and is only 10mm in distance. but I have difficulty smiling as my smile is small vertically because my top teeth do not show at all at rest. In fact, only half of my top teeth show when I do smile. Is a lip lift a suitable procedure? or is this an issue with my teeth or facial structure?

It'd help if your provide some photos. It's difficult to answer your question just theoretically, without seeing your pics. Especially with LL revisions, a patients needs to see his/ her surgeon in person to properly review the case & potential risks.

Any surgery, even under local anesthesia, should not be done during pregnancy. Even if the risks are quite low, I always advise my patient to wait with their elective surgeries until they give birth & finish nursing.
