The eye feels smaller to the touch, looks smaller, and is also slightly higher up than the normal eye. It also has more eyelid skin, probably due to being further set back in the eye socket. Also, the eyebrow for this eye is slightly higher than my other eyebrow. Or is it possible to make the eye opening on my "normal" eye smaller, so it better matches the eye I described?

You probably will benefit from a detailed oculoplastic assessment. It can be helpful to determine the basis of your orbital asymmetry. Hyaluronic acid fillers and cosmetic botulinum toxin can be helpful.
Your eyes are gorgeous. As are your smile lines. For now, invest in a good, creamy, light reflecting concealer for your dark circles and call it a day. Down the road, you may want to consider a bit of HA filler in your tear trough, but not necessary now.

Thank you for the question and photo. You have a ptotic (drooping) right upper eyelid. There are several techniques to improve the problem. An experienced oculoplastic surgeon can make you look symmetrical again. Good luck.
