Sudden appearance of light brown spots and red/blue spots under eyes (Photo)

Thank you in advance. I have the sudden appearance in the past month of light brown spots under my eyes in my eye bag areas and a reddish line under my left eye. Do I see my Ophthalmologist, Dermatologist, or eye doctor? Is this an allergy? I do use Restasis twice daily.

Don't panic. There are solutions. I would suggest starting with something non-surgical such an HA filler like Restylane for the "hallow" under the eye and perhaps a bit of Botox to address the muscle hypertrophy.  If that doesn't deliver there results the you want then you can always look at ...
