I washed off the VI Peel applied about 15 minutes shy of the 4 hours. Will this greatly reduce the effect of the treatment?

It does look to me as if you had a superficial injury from the peel.  I would return to the person who performed the peel and have them assess this wound.  You may need a combination of a topical corticosteroid, vaseline, a lightening agent, and a heal light to expedite healing of this lesion.  ...
