The lines you refer to could be due to loose skin or excess localized fatty tissue. You need an examination by a board-certified plastic surgeon to determine the cause of the lines so appropriate treatment can be suggested.

You need an examination to be certain, but it is possible that liposuction in that area could remove the excess fat. Minimally invasive radiofrequency skin tightening could be added to help tighten the skin as well.

The fullness under the breasts may be excess fat (hoping it is not related to the Galaflex), but a physical examination would allow me more accuracy in my suggestions. If this is excess fat, then liposuction would work well.
If you had a good experience with your previous fat transfer to the breasts, then I would suggest adding more fat to the breasts.
The sternal pain is difficult to diagnose, sometimes a steroid injection may resolve the pain.
