this is normal for your age and you will grow into your face, however, often people have a weak chin or jawline that can be contoured to help the apperance of the areas you are concerned about.  Fillers can help too, but I am not sure this is best for you.  You need an in person consultation,but will need to bring your parents since you are under 18. First of all, you do not have jowls.  In reviewing your pictures, it appears you have shadows in the region between your lower lip and chin.  You have a slight depression on either side of the chin.  This depression will cause a shadow.  This can be appearant in patients with a sligthly weak chin.  I would need to see a side profile picture to fully assess your chin.These shadows can be improved with fillers such as Juvederm or Restylane or a chin implant if you have a weak chin.I hope this helps.  

Three issues. 1. your age. 2. Need for parental consent. 3. Not a very noted defect. Best to seek only in person opinions.
