Ptosis surgery 3 weeks ago. Doesn’t look like it’s going to lift more. Is a revision needed? (Photo)

The lid height and contour are perfect, it looks like you had good surgery.  What I notice is that your brow looks higher on the right than the left, and there is some loss of volume above the fold.  I do not think that you have a surgical issue.  I would consider hyaluronic acid filler injections to the right brow fat space to balance this out.

These eyelids need to first heal. Your next surgery is your next opportunity to get this right assuming that you actually need a further revision.  Honestly it is too early to know this. That means being patient and letting the tissues heal. A detailed personal assessment even now may be helpful so you understand that there is hope to get this right.

You are indeed still in the early stage of healing and there still seems to be swelling. The best course of action would be to have patience and wait until you are fully healed before undergoing another surgical procedure.
