I was told I needed double jaw surgery for underdeveloped jaws, however, I have wanted a rhinoplasty for a long time. I was told my upper jaw only needed to be moved downward, not forward or backwards. Will this affect my nose at all? Would a horseshoe lefort be best?

Depending on your facial anatomy, and the desired result, an osteotomy can certainly be accomplished. Most of the time a dorsal augmentation is also performed to achieve the desired cosmetic result. It is hard to submit a reasonable answer without a photograph.
Hi paigex19,If by excess skin on the top of the nose, you mean the area you have marked, it actually looks like the tear trough, but in your case, it seems to go along with your epicanthal fold. This can be improved by fillers or fat transfer along the lower eyelid area.
