I had an FUE transplant (2,300 grafts) 7 months ago, but continue to notice the original hairs falling from the grafts. Opinion?

I am experiencing shedding of transplanted hair now at 7 months post-op—they look like the donor hairs that fell out around the 1-2 month point. I can also feel by combing my scalp with my fingers a significant amount of stubble which I assume are the transplanted hairs. Finally, I am still experiencing localized inflammation in the donor area—basically painful acne-like bumps. See pictures. My feeling is that the shedding and healing processes should be finished and regrowth starting by now.
