I have capillary damage and severe redness on my penis from overuse of hydrocortisone, any suggestions? (Photos)

Will Vbeam or other laser treatments help reduce redness and visible damage? Are there other treatments that might help? Local dermatologist I consulted would not consider performing laser treatment, told me simply to live with the issue. Damage has existed for about two years without improving. I am very fair skinned. Reddening worsens depending on variety of factors and amount of blood flow. Looks especially bad after sexual use.
