I have hair loss at both my left & right temples, and my derm thought we could try a handful of cortisone pulse injections on both sides. My question is, could the "watered down" injections make my hair loss worse & can it kill any hair follicles? I was told it was at a low enough strength to not cause an indents

Yes, you can use hair serum without minoxidil but it probably will not work to grow hair. The main active ingredient in these serum that grows hair, is minoxidil. If you take out the main ingredient, what is the point?
There are only two medications that is proven to grow hair. These two medications are: (1) topical minoxidil (2) oral finasteride. If you stop using minoxidil then whatever hairs you gains from using minoxidil will be lost.
The most common cause of hair loss is genetic. Male pattern hair loss. You seem to have typical male pattern hair loss and hair tranplant can be a good option for you to regain your hair back. To slow down future hair loss you can start using minoxidil or propecia.
