All the photos I see of upper blepharoplasty show the removal of loose skin above the eye. I don't have any loose skin here. It's just the upper lid itself that can only raise half mast. Can surgery on make them open higher, show less upper eyelid skin, and still be able to fully close?

You could benefit from a blepharoplasty and/or brow lift. Unfortunately Botox would not get you the desired effect. A blepharoplasty would remove the excess skin from your upper eyelid, opening up your eyes and removing the droop. A brow lift would raise your brows, which in turn would lift the...
You have slight ptosis of the left upper lid which makes the eyes look asymmetrical. In my hands, you would benefit from a ptosis repair on the left upper lid and conservative skin removal of both upper lids. Best to see an eyelid expert.
The term for the condition you are describing is exophthalmos.
Any ophthalmologist should be able to give you a basic assessment. An ocular plastic surgeon is probably the correct doctor for assessment and treatment.
