Lower eyelid pulled up tightly after lower bleph. Constant twitching, crepey under eye 1 year post. Can this be fixed? (Photos)

I got a lower bleph over a year ago. immediately after surgery I noticed my lower right lid was higher than before. It’s been over a year, and it still sits higher. I also now have a constant eye twitch in that eye and when I smile the skin is pulled and crepey. ive received second opinions and a few drs are unsure how to fix it
