I've tried: threads (so painful and made me look weird), cheek and NLF filler (didn't make a big difference), and am currently being suggested a double jaw surgery ( I have an overbite) to bring my maxilla 3-4 mm forward and mandible 10 mm forward, or just the lower jaw. I am in my late 20s, and have a BMI of 18.5. I am just not sure that such a small maxilla movement will lift my cheeks. I've always had a very round face.

A temporal cheek lift would lift your malar fat pad and efface the nasolabial fold. This is not usually needed in younger patients but may be the answer in your particular situation.
A cheek lift will not correct this. You have excess skin left from the eyelid procedure. This can be removed with extension of the scar laterally enough to remove the overhang which should correct this.Hope this helps.
