These bumps could be due to muscle bulk or prominent bone. It needs to be differentiated in exam before recommending surgical option. 

Your prominent supraorbital ridge can be shaven down surgically.  In some cases, fat transfer to the forehead alone(sometimes more than one session) can camouflage the bumpiness and make the forehead appear smoother, rounder and more feminine.  It'd be best for you to consult with a board certified plastic surgeon in person for a complete evaluation.  Best of luck!Goretti H.  Correction of large supra orbital ridges in the female.  this is a procedure we developed more than 35 years ago for females with your problem. Not only can these be corrected but the hairline can't be lowered if too high at the brows can be elevated if too low.
