Hi, I would like to know if this looks like delayed onset permanent hypopigmentation? (photos)

Hi I had a Fraxel Dual 1927 treatment done on my face in September of 2013. Approximately 6-8 months later I noticed white spots on my face that didn't tan when I went in the sun. I never was burnt at the actual treatment. It since has been getting worse. I went back to my derm who performed the laser. Her response was recurring melasma( I've never had melisma). She gave me Lytera lightening cream and retinol .5. She said the white spots are normal skin.I'm not convinced of this. Please help. 0
