question.Yes, it is fixable, but I don't recommend it for you.  Your nipples appear perfectly normal for the age of 19.

It is hard to see the photo well, but , in general, puffy areolas can be treated surgically. An in person evaluation is best as puffy areolas can be associated with tuberous breasts. 

Appears as pseudo tuberous deformity with herniated N/A's. Best to seek ONLY IN PERSON opinions. But surgery can correct...

Generally speaking, it is possible to reduce “puffiness” of the nipple/areola complexes. Depending on the patient's goals, this operation often involves an  incision around the areola and removal of breast tissue that has “herniated” into the areola area.  Based on the limited photograph, your situation does not seem to be as pronounced as most patients we see;  you will need to carefully weigh the pros/cons ( including the presence of scars) when you are making your decisions whether or not to proceed with surgery.  Ultimately, if you remain concerned, seek consultation with well experienced board-certified plastic surgeons who can demonstrate significant experience achieving the types of outcomes you would be pleased with.  You will find similar cases demonstrated on the attached link.
