I have a really big, protruding forehead and a high hairline. Is this possible to fix? (Photo)

Photos cannot determine if you would be a good candidate for surgery.  You need an examination and the doctor needs to understand your goals and expectations.
You need to have good communication with your doctor to understand what your end result will look like.

We adjust foreheads like yours each week.  However, it would be helpful in your case to get an x-ray to determine the exact situation for your bone.  Hair grafts may be a better choice for you than hairline advancement to minimize scarring.

You have a very high forehead and the slope of the upper part of your skull is angled back yet much of the lower forehead is beautifully vertical. Lowering the hairline to the vertical component would change your look. Also, there appear to be thinning in the temples as well, so a hair transplant lowering is probably the better choice for a surgery. See below
