What exactly does Halo laser achieve for my face? Can it be used around the eyes to tighten skin? (photo)

Halo is the first ever hybrid fractional laser. What that means is, the laser can treat multiple layers of the skin at the same time. It will make the skin under the eyes better but if you want something drastic then resurfacing under the eyes would be better. Resurfacing is taking off layers of the skin so the healing time is longer than Halo itself. I recommend my patients to take a week off if they are thinking of going for a heavy laser around the eyes. It is true there are a lot of lasers out there. It would help narrowing it down if you know how much downtime you have. Best Wishes!

Your skin concerns will not be resolved with one laser treatment.  Let's start with the broken vessels and redness.  The best treatment for this is using a 532 laser to specifically treat the vessel and surrounding redness.   Texture, large pores and fine wrinkles can all be treated with some variation of either fractional laser or hybrid fractional such as Halo.  Don't expect a one and done treatment as these systems are designed to treat up to 30-35% of total skin area, allowing for faster recovery but the need for probably three treatments spaced a couple months apart.  The best treatment for fine lax eyelid skin is full field erbium resurfacing which treats 100% of surface area and to just the right depth to cause the skin to heal and tighten.  Recovery is slower but you would be functional and makeup ready in about a week. 

For the sun damage and broken capillaries, I highly recommend a BBL treatment which is both corrective and rejuvenating.  The Halo treatment is an excellent resurfacing treatment with much less downtime than other treatments, and it does treat large pores as well as fine lines and wrinkles.  Based on the photos you submitted, I believe you would benefit from both of those treatments to improve your skin quality, however, I think you may be happier with a blephoroplasty and brow lift.  If you are really surgery adverse, the second best thing to address the loose lower eyelid skin and heavy brows would be Ultherapy which is a skin tightening device, FDA cleared for a brow lift.   Finally, you exhibit some volume loss in the tear trough area which is accentuating your eye-bags.
