Is my "frowning" belly button from excess fat or loose skin? What are my best options for correction? (photo)

I am 19 years old and exercise regularly. About two years ago I lost thirty pounds then followed by liposuction of the lower abdomen, now my belly button seems to sag and look more horizontal than circular. Would liposuction of the upper abdomen be a good option or would that leave me with more loose skin? My lower abdomen looks fine. My problem is above my belly button. I'm afraid that I don't have enough loose skin however for a tummy tuck to look normal either. What would my best option be?
