My eyes are quite mismatched now. One eye seems to bulge and appeaar larger than the other eye. The lower skin on one eye appears to sit higher and bulges and does not sit smoothly. There are no tumours or swelling according to a CT scan, but the issues persist. Both eyes are very tight but not all the time. I get relief from cold packs. On occassions both eyes seem normal but one eye continues to be bothersome. Eyes change daily sometime hourly

Your upper eyelids look fine, and there’s no obvious need for surgical intervention.
Avoid surgery unless there’s a good indication to have procedures.

You have a condition called strabismus where the eyes don’t align properly. You need to see an eye doctor (ophthalmologist) to help you. Often people with strabismus have double vision. Surgery can be performed by a strabismus surgeon to help align the eyes if needed.
