As long as you don't have a hernia in the area being treated then CoolSculpting is perfectly safe to do after a hysterectomy. If you have a lot of scar tissue in the area it will not affect the scar tissue, but it will reduce the fat. Make sure you see an experienced physician provider for an accurate assessment.

If you have an umbilical or ventral hernia I would not recommend Coolsculpting for that. Having scars does not prevent anyone from undergoing Coolsculpting procedure. It would not be a side effect to have gas pain after coolsculpting, especially one month later. I suggest you consult with a GI doctor to determine the cause of your gas to help best treat you.
