Unfortunately, white ink probably won’t give you the results you’re looking for, as it will be very hard if not impossible to match your skin tone. However because of how light the tattoo is there’s a good chance it will respond fairly well to a laser removal treatment.

Thanks for you question and posting a picture. Covering up a tattoo with white ink is about he worst idea possible. It is impossible to match your existing skin color and then it changes with any sun exposure. We've been removing a well-meaning facial tattoo cover-up that just turned out awful for over a year. It looks like you have a very poor quality tattoo that will respond well to picosecond laser tattoo removal. Best of luck.
You could try to cover the tattoo but white ink probably won't give you the result you're looking for. The laser can be used to lighten the tattoo to make a cover up easier, or to remove the tattoo altogether.
In my experience it is possible to completely remove a tattoo with proper treatment. In my practice, I recommend using laser, topical products between treatments, and erbium as well as microdermabrasion.
