Your photos show what appears to be extra fat and some loose skin under your chin and the front of your neck. However, Your cheeks look smooth without any obvious skin sagging. Therefore, there isn't any indication for a facelift, and you should just focus on your neck. A personal examination is necessary for your doctor to determine all the factors in your neck problem. Generally, skin, fat, and loose muscle can all be dealt with in a necklift to improve neck contour. Occasionally, there is an enlarged salivary gland in that area that may need attention also.

Based solely upon posted photos without a needed in person consultation I would recommend a mini Face/Neck Lift with SMAS plication + lipo under chin. Fees from $6,000-$10,000 ranges. Your scar formation history is very important to know btw.
