You do have excess eyelid skin due to naturally hooded eyes, but it is the asymmetry between the two eyes that draws attention. The reason for the asymmetry is that your left eye (the eye that "seems" to have less excess skin) has ptosis, the medical term for "droopy". Some people refer to this as having a "lazy eye". The reason that the droopy eyelid seems to have less excess skin is that the eyelid is lower, so the skin fold is less prominent. In addition, your forehead muscle is subconsciously contracting to elevate the eyebrow to help open the eye more.
If you simply want more symmetry, unilateral ptosis repair on the left eyelid should do the trick, but if you also want to decrease the hooding of your eyelids, you can do bilateral upper eyelid blepharoplasty at the same time.
