The pubic fat and drooping skin could be corrected relatively easily with liposuction and skin lift. At the same time the scrotal webbing can be excised and a plastic surgical procedure called Z-plasty should be done at the same time to prevent a "bowstring contracture" Your treating surgeon will most likely be familiar with this procedure but just in case you should mention it to him because a bowstring contracture will be more difficult to correct.
