I have a buried penis when non-erect. When I pull it out, the scrotum is connected to the penis. When erect, it isn't. Is this normal and how it's supposed to be? If not, what procedure would I need to fix this and will it fix my buried penis issue?

From your description it sounds like you do have a micropenis. Treatment would depend on many different factors. You may have a good sized penis but most of it could be buried inside the skin and fat.
Depending on your condition, the foreskin can be restored by making an incision over the original circumcision incision, "degloving" the skin of the penis shaft and advancing the whole penis shaft skin to form the new foreskin.
