You do have a buried or hidden penis. Only surgery can resolve this problem. I have published extensively on the surgery to correct the buried penis in the plastic surgery literature. The idea of the surgery is to stabilize the penile skin to the penis, so that it cannot bury. It usually involves removing the pubic fat, excising some pubic skin if it is drooping, and suturing the pubic skin to the underlying muscles. You will also need tacking of the skin on the underside of the penis to the penis at the junction of the penis and scrotum. ​The surgery is relatively non-invasive, but very few physicians know how to correctly do the surgery. It is highly successful.
