You need an in person consultation with a plastic surgeon. Your skin tone and quality need to be assessed. In general the question of skin quality and how it will respond to deflation with liposuction needs to be considered while selecting the procedure. If you already have a C-section scar on your tummy, it may easier to commit to a mini tuck with your liposuction. Good luck!

You perhaps would get some improvement with liposuction but the best abdominal contour will come from and abdominoplasty which as you point out is a much more substantial operation.

From your photo, it appears that you will benefit by losing weight before having liposuction or a tummy tuck. Patients who undergo either of these procedures while they are overweight do not achieve the results they have in mind. Anyone undergoing a procedure wants the best result. When you have extra weight you will only have modest improvement. (Weight loss will probably affect breast implant size as well.) Besides making you thinner, weight loss will also make you HEALTHIER. Go for it and don't give up. Slow and steady wins the race! 

Liposuction will decrease your overall volume, but a tummy tuck will remove excess skin and tighten the muscles.

Are you looking for a dramatic improvement or something minor? Saggy skin will most likely hide your results, but you could get some improvement. Therefore, you should consider what results would make you happy first.
