Your overbite is reflective of a skeletal deficiency of the lower jaw which in your case is primarily seen in the weak chin that you describe. You have three options: 1) orthognathic surgery to bring the whole jaw forward, 2) sliding genioplasty to bring just the chin bone forward and 3) standard chin implant to push the soft tissue chin pad forward. Each has their advantages and disadvantages.

Your mandible is small in relationship to your maxilla. This is why you have an overbite. The mandible creates the overbite not the other way around.

To get an in-depth understanding of dental occlusion relationships and treatment options you may want to talk to oral surgeons or plastic surgeons with cranial facial surgery backgrounds.

Treatment options may include things as simple as using fillers or chin implants or a procedure called the sliding genioplasty.

This will not move your teeth forward. The ideal treatment would be advancing the mandible from behind your molars but this turns out to be a fairly difficult thing to do.

Plastic surgeons tend to favor chin implants while oral surgeons tend to favor the sliding genioplasty.

For teeth alignment working with an orthodontist is probably your best option but oral surgeons should be able to explain things well for you.
