You don't have to have no eyebrows to have an eyebrow transplant surgery.  You were told this probably because eyebrow surgery is difficult and the results may not be always perfect.  If you have NO eyebrows, it would be better than nothing.

Yes, I would advise you to go in for a consultation.  During a transplant some of the adjacent existing hairs are temporarily shocked and fall out.  The hair base or follicle is usually healthy and the hair will grow back.  Pretreatment with topicals may help with this.  Talk with your transplant surgeon.  Good luck!

The problem with thickening eyebrows is that you can damage the existing hair. Transplantation is usually not successful when trying to thicken the eyebrows. It works for localized replacement of missing eyebrows.

You are a good candidate. Shock loss is usually temporary.  The transplanted hairs will grow as they did before they were transplanted so they may need to be trimmed.  Good Luck!

Over the past few years we have seen an enormous increase in the number of women with thinner eyebrows requesting fuller eyebrows. Transplants can be done in those with some existing density - you are correct that there is always some concern about temporary shock loss. But it is temporary. Any existing hairs that are damaged are likely to grow back given the rapid and short growth cycles of eyebrow hair. 

In order to best assess if you are a candidate for eyebrow transplant we would have to closely examine the donor hair to see how well it would match to your eyebrow hairs.

Eyebrow transplants using scalp hair requires a special skill in identifying the ‘bend’; that is natural in each transplanted hair. So when put in by the surgical team, the natural curve of the hair must be placed to take advantage of it as it is placed.  It also must be put in laying them flat consistent with your natural eyebrow hairs Too many surgeons without considerable experience can’t seem to get either of these techniques right and if they don’t the eyebrow stick out rather than lay flat as they should.
