This is a great question. Although it is necessary to pass this information on to your Surgeon, diet controlled Diabetes is not a contraindication to surgery. You may have a slightly longer recovery than a non-Diabetic, but this is not universally true.

If your diabetes is controlled, then you can certainly have a facelift, as long as the rest of your health is OK. Diabetics have an increased risk of infection, but the infection risk in facial cosmetic surgery is minimal, so there really shouldn't be any problem. However, I would probably prescribe antibiotics around the time of surgery. It might also be necessary to change the amount of your diabetes medicine on the day of surgery. Over the years, I have performed facelifts on patients with diabetes, and everyone has done well.
If the sugars are tightly controlled, then a facelift can be performed. Find a plastic surgeon who performs hundreds of facial procedures and facelifts each year. What you are describing is not uncommon in the immediate postoperative period. The neck will relax a bit (most likely) in the next few weeks, and this should resolve. You should communicate your concerns with your surgeon, and s/he will hopefully be able to confirm this. Hope...

Most likely you can get a chin implant, see a Board Certified Plastic Surgeon for an evaluation. The scar from your lower facelift is most likely where the incision for the implant will be placed. Good luck!
