A lot of eye problems, blinking, lazy eye, dark circles, what procedures or remedies could fix them? (Photo)

So i have a lot of eye problems caused by years of sleepless nights or very little sleep and also bad contact use, used one on one eye for awhile, think thats main reason for lazy eye.. but lazy eye is visible not sure if its eyelid or skin under eyebrow, and when i blink i do it heavily hard blinks, when i open the left eye which is lazy gets stuck for a bit very visible, then dark circles..what are the problems and how do i fix them; what surgeries for them or cream for circles? thanks.
