As a child, I had two surgeries removing blood that was in the middle of the lip. However, it came back and now (34 years old), I want to remove it for good. I believe this occurred from trauma to the lip as an infant, but am not sure. I also do not know which doctor to see for this and I'm not sure if it is an Arteriovenous malformation or just excess blood.

Thank you for your query. I do not see an open wound but just swelling. I do RF treatments to this. You may need a revision of the surgery as well. Please discusss your concerns with your Plastic surgeon. All the best!
So sorry you are having these issues. It appears from your photos that your best option would be revision of your lip reduction to improve asymmetry and remove any residual silicone present. The procedure may be done under local anesthesia. Seek out a board certified plastic surgeon in your area...
