I am wondering if I am a candidate for just a breast augmentation without a lift. To be honest, I do not really want bigger breasts as I measure as a 30G/H right now, but I also do not want to have a breast lift because of the scarring. I am only interested in increasing upper pole fullness with as minimal scarring as possible. I am wondering if I can instead do small (VERY small) implants in order to increase my upper pole fullness without increasing breast size too much.

You should get a good examination by a plastic surgeon to give you the best advice. Implants may indeed lower your nipples and make your breasts look less perky. Your implants would have to be placed quite low and you may get less upper pole fullness than in other situations.
