One sided ptosis/eyebrow droop (late 20s male). Recommendations on course of action? (photo)

One eye has been drooping for ~3 years, at first I thought just ptosis of upper eyelid but I’ve noticed that eyebrow does also seem lower. Noticeable in pictures. I also have malar bag/festoon ONLY on that side, not sure if relevant. Had regular eye dr check it out and it isn’t drier/more irritated than the other. Tried eye drops/allergy drops no result. What would be the best course of action? Botox to try lifting that brow? Or is the ptosis likely causing the other asymmetries? Surgery?
