I heard that Acell can prolong PRP so you only need one (or two) treatment per year. I also hear that adding Acell might cause shock loss and some allergy? So is ACELL + PRP has the same effectiveness as a series of PRP treatments?

As long as your healing is going well with your rhinoplasty and there are no infection or healing concerns, PRP injections in the scalp should have no affect on your nose.
The answer is no. If PRP works and you stop doing PRP then you lose the hair you gained. Now if finasteride helps then you might get some benefit again and it may seem like the finasteride kept all the growth you achieved through PrP. But in reality the finasteride simply told the hairs to grow....
It depends on your definition of no hair follicles or use of the word "bald". If you are using the phrase "no hair follicles" to mean lack of terminal hairs, the answer is yes. PRP can stimulate vellus hairs as stated below. If there are no terminal or vellus hairs present, its unlikely (not ...
