Yes, if you were to undergo a improvement in your negative canthal tilt, a upper face lift (malar lift), to elevate the skin and underlying muscles over you cheek bones, would improve the situation you describe.  But, it will not elevate your naso labial folds (laugh lines). To elevate and smooth the naso labial lines, the skin has to be pulled too tight and it will look fake.

According to your description, any procedure that pulls the lateral face and temples into a more vertical vector would give you the look you prefer. Surgical procedures that can accomplish this are usually facelifts and/or eyelid surgery.
