Are nurse practitioners in CA allowed to do off-label uses of fillers with no physician on site?

Injected in tear troughs. Never met with NP before. Had only restylane and wanted to do restylane again. Running special and heavily upsold. Never mentioned just recently fda approved in US or that tear trough usage is off label. Horrible outcome (injected into blood vessels in eye, double vision, hemorhagged, leaked & finally got med attention when my own boss saw and said NP had lied to me about them not having a doctor -- but still, acid reversal done by NP -- 500 units 3 days later!).
