See an oculoplastic specialist for evaluation. Your right eye appears more bulging or the left eye appears more sunken (enophthalmos). There are various causes. Treatment depends on the cause. See video and link below too.

Your Left medial brow is low etc. An in person exam can evaluate this and determine YOUR goals. A mini brow lift will give you better symmetry. See experienced brow lift surgeons and look at their results. 

Your description of your concerns is a bit harsh and it makes me wonder if you have body dysmorphic disorder (BDD).  Having BDD does not mean that your would not benefit from surgery.  BDD is characterized as preoccupation is small defects in the appearance.  Generally this means hours of preoccupation and social consequences including avoiding social and work situations due to these concerns.  It is important to identify this condition because it is common for individuals with BDD and their surgeons to miscommunicate.  I recommend that you seek a personal consultation with eyelid specialists and see where this takes you.
