You have a strong inside fold. Taking this to an outside fold with epicanthal surgery has a very high risk of placing a very unacceptable scar in a highly visible area of your face. Once this is done, you will be disfigured for life. It is not a reasonable risk to encourage someone to do. You also have a strong upper eyelid fold. However you have a clean upper eyelid platform. Could you have upper belpharoplasty to increase the apparent size of your eyelid platform and reduce the fullness of the upper eyelid fold? Yes absolutely. Here is the rub. It is most likely that you and your surgeon will misunderstand what is being asked for. Too much skin and fat removal will skeletonize the upper eyelid. You will look older not better. Please be careful what you look for.

You may consider epicanthoplasty to improve the epicanthal folds. See link below. Your eyes are significantly hooded but you may consider conservative skin removal upper blepharoplasty.
Hi there and thanks for your question.I can't really see much in the way ogf hooded eyes but you do have medial epicanthic folds, especially on your left side. This can be addressed using somethig called a Z-plasty or 5 flap z-plasty.
