Should I try CO2 laser or something similar with laser or surgery for under eye bags/creases?

Have deep tear ducts since childhood. Left side more prominent (hit in eye(left side) with baseball at age 9 cracking bones & possibly permanently damaging collagen). I am only 25 and have tried under eye fillers 4 separate times and they seem to dissolve within a few weeks of getting them. Should I try CO2 laser or something similar with laser (have also tried IPL photofacial) or is there a surgery to help? Also looking at minor nose job to narrow bridge and and make more smooth looking, best method?
