I had an upper Bleph 2.5 weeks ago. I used hydrogen peroxide on a q-tip to clean wounds for 17 days (2x day). I now realize that I didn’t need to do that. Did I do permanent damage or delay wound healing by doing this? Thanks!

Dark under eye circles can make you look tired and older than you are. I would use a combination protocol that includes topical Melarase creams first, followed by a combination of injectable fillers, fractional laser, and RF to blend out the eyelid hollowness and tighten the skin.
