Usually it means you pay anesthesia and facility and the surgeon will waive their fee if they deem it is necessary to take you back to the operating room. There is no insurance company that will cover any complication you have from a cosmetic procedure. So if what you are asking is the scenario I describe I would first ask what the policy is of your surgeon if you have a postoperative complication without buying this "insurance."
