Thank you for posting your question here My answer will be based on the limited information and pictures provided, for medical advice please consult with your surgeon in person.The procedures you are asking for will permanently change how you look and before venturing down that route you have to be sure that you want to proceed. From the pictures it appears that you have some degree of ptosis this can be corrected with ptosis surgery with a blepharoplasty this will help your brows also relax since they will no longer compensate for the ptosis so you will have less lid show and your eyes will be more open and round. As for the canthal tilt if your goal is to permanently alter it then a canthoplasty procedure will do that.
A well trained plastic surgeon , facial aesthetic surgeon or oculoplastic surgeon can do that surgery for you.

The wrong surgery will permanently destroy your appearance. There is no substitute for a detailed, in person assessment by an ethical surgeon. You have upper eyelid ptosis with a compensatory brow elevation. Fixing the upper eyelid ptosis will reduce the exposed eyelid platform and the eyebrows will also relax down. You may also benefit from lateral canthoplasty. I strongly caution you against a rim implant or grafted fat.

I recommend you avoid permanent irreversible surgical intervention.
I don’t think surgery is going to get you what you’re hoping for.
